Background

Immigrants who arrive in Australia by boat and have no documents are taken to detention centres for health and security checks. These centres are often criticized for their poor, prison-like conditions.

Keep this in mind as you read: it's part of why Cooper and Kate feel like going to the police isn't the obvious right answer.
